Eglin's Bay Shoreline Now Has a Check-In Clock. Here's How It Works for Niceville Boaters.

When did you last hear about Eglin closing part of Choctawhatchee Bay? It was probably a munitions test. Those notices get local coverage, and they can come with hard boundaries and VHF broadcasts. This year, though, only one of them was in the bay. For anyone taking a registered boat into Eglin's restricted waters, the rule that changed on October 1 is a login.

Since then, CRA permit holders 16 or older who take a state-registered boat into Eglin's Coastal Restriction Areas have to log into an iSportsman account and use the check-in/out feature. Eglin's guidance says that skipping this step "may result in recreation permit suspension." If you keep a boat in Boggy Bayou or at Bluewater Bay and sometimes head west across the bay, this is the Eglin rule that now affects how you plan a day on the water.

The Standing Zones Came First

The restriction areas aren't new. Get The Coast reported in February 2025 that Eglin had declared the waters around its main base and range restricted. In a March 9, 2026 update, Eglin repeated the list of affected waters:

  • Eglin's main shoreline
  • The north side of Santa Rosa Sound, at Hurlburt Field
  • The south side of Santa Rosa Sound, along Santa Rosa Island
  • The Camp Pinchot shoreline
  • The Poquito Bayou housing area shoreline
  • Wynnhaven Beach

The update came with a warning. Eglin wrote that people in those waters without permits "will be pulled over, questioned and/or potentially cited by base defenders," and that failing to comply could lead to fines, court appearances, and temporary loss of recreation access across the Eglin reservation.

According to Eglin's iSportsman CRA page, the 96th Test Wing commander put access controls in place in August 2025. The page also notes that the Santa Rosa Island CRA is closed to all public access. The October 1 check-in requirement was added on top of the permit system that came out of those controls.

What the Permit Covers, and What It Doesn't

The permit requirement applies to people 16 and older who enter a CRA in a boat that requires state registration. It covers trips coming from Choctawhatchee Bay and its bayous, from Santa Rosa Sound, or from the Eglin Main Base and Hurlburt Field shorelines and marinas. There are two kinds of permit, and both cost $20 a year:

Permit Annual cost Waters covered
Standard Access CRA $20 All CRAs, including Eglin Main Base and Hurlburt Field
Limited Access CRA $20 Camp Pinchot, Poquito Bayou Housing Area, and Wynnhaven Beach only
General Recreation/Fishing $30 No CRA access

The bottom row is the one that catches people out. A boater who already has Eglin's general Recreation/Fishing permit may assume it covers the bay shoreline. The 2026–2027 Eglin outdoor recreation booklet says plainly that the general permit "DOES NOT allow access to CRAs." Youth 15 and under don't need to buy a CRA permit, but they must be with an adult who holds the right one.

According to Eglin's CRA page, getting a permit takes four steps, and they have to be done in order:

  1. Create an iSportsman account. You need one before you can request a background check.
  2. Submit to a background check. Current DoD ID holders go through it too, and most checks are processed within 72 hours.
  3. Once you're cleared, log in, open "My Safety Briefs," review the Coastal Restriction Access Safety Brief, and pass its quiz.
  4. Buy the Standard or Limited permit.

If you're planning your first trip of the season into these waters, the background check sets the timeline, so it makes sense to start well before the day you want to go out.

Who Can Skip the Check-In

Some people on the water are exempt from both the CRA permit and the check-in. According to the booklet, that includes people who go into a CRA from shore to swim, wade, or fish, and people in boats that don't need state registration, such as non-motorized kayaks, canoes, and paddleboards. The CRA page also exempts boaters who pass through a CRA only to get in or out of inland waters tied to Eglin Main Base and Hurlburt Field, including Ben's Lake Marina, Bear Creek, Jacks Lake, Weekley Bayou, Hurlburt Marina, and Kohler Bayou.

Exempt doesn't mean you can go without paperwork. Exempt users still need a current DoD ID or Installation Visitor's Pass. That matters for the bay's paddling community. Niceville.com described the Bluewater Paddle Rodeo at Bluewater Bay Marina, 290 Yacht Club Drive, as a no-racing chance to try paddleboards, outrigger canoes, and surf skis. All of those craft fall under the registration exemption, and the ID-or-pass rule still applies to them inside a CRA.

Some rules apply to everyone, exempt or not. All users have to check Eglin's Public Access Map for daily CRA closures, and official activities and military training take priority over public access whatever the map shows. Inside a CRA, drones, docking to permanent structures, open carry of firearms, and hunting are all prohibited. Only DoD ID or Visitor Pass holders may enter the water. Access hours run from 2 hours before sunrise to 2 hours after sunset.

The Clock on a Saturday Morning

Here is how the October 1 rule plays out on a typical day. According to Eglin's check-in guidance, you can check in starting 2 hours before sunrise, and for most activities you must check out within 2 hours after sunset. You need a current background check, a validated UXO Safety Briefing, and a current permit before the check-in options will even show up. Only CRA permit holders see the option to check in to a CRA.

Check the Public Access Map first, because checking in to an area the map shows as closed leads to a permit suspension for closed-area trespass.

Forgetting to check out at the end of the day costs you more than the $20 permit. iSportsman will check you out automatically, then put a 72-hour hold on your account. During those 72 hours you can't enter any part of the reservation or buy new recreation permits. If you miss the checkout more than once, your recreational access can be suspended for up to six months. So if you forget on a Sunday evening, you can't use any part of the Eglin reservation until Wednesday evening.

How Test Closures Get Announced

Munitions-test closures are announced through Eglin press releases and the U.S. Coast Guard's Local Notices to Mariners. During operations, Eglin's Joint Test and Training Operations Control Center broadcasts advisories on VHF Channel 16 and HF upper sideband 2182 kHz. The Coast Guard updates its Local Notices to Mariners weekly by district and offers email and RSS subscriptions.

Here is what Eglin announced on the water in 2026:

Dates Location Daily windows
Feb. 23–26 Gulf, starting about 7 nautical miles south of Destin East Pass 6 a.m.–7 p.m.
June 1–6 Gulf, starting about 10 nautical miles south of Destin East Pass 5 a.m.–9 p.m.
June 30–July 2 Choctawhatchee Bay Noon–6 p.m. and 9–10:30 p.m.
Aug. 18–28 Across the Intracoastal Waterway, west of Destin East Pass 7:30–11:30 a.m. and 1–4 p.m.
Oct. 16 Gulf, about 18 nautical miles south of Destin East Pass 8 a.m.–noon
Oct. 21, with Oct. 22–23 as backups Gulf, about 7 nautical miles south of Okaloosa Island 12:30–2:30 p.m.

Only one of the six was in Choctawhatchee Bay. As Niceville.com reported, the June hazard zone started about 2.5 nautical miles from the bay shoreline and stretched 8 nautical miles across, Eglin didn't release a map, and schedules can change with weather or mission needs. The rest were out in the Gulf or across the Intracoastal off Santa Rosa Island. Those matter to a Niceville boater heading out through East Pass, not to one fishing the bayous at home.

Phone numbers on these notices aren't consistent. The June bay release listed (850) 882-4485, and the October 16 Gulf release listed 96th Test Wing Public Affairs at (850) 496-0899. Use the number printed on the notice in front of you.
